Passport Photo Rules India 2026: What to Wear

A passport photo rejection at Passport Seva adds two to four weeks to the application timeline. The most common reason is not the size. It is the photo the applicant brought in. Wrong background, glasses, or a white shirt that blends into the backdrop. All of it preventable.

The rules changed in September 2025 when India adopted ICAO Doc 9303 standards. If you or your client has photos taken before that date, do not use them.
What Changed in September 2025
Two changes came with India's switch to the ICAO international standard in September 2025.
Photo size was the first. The old 51x51mm square format is gone. Every Passport Seva counter is now checking for the 35mm x 45mm format, and the old square gets rejected on sight.
Glasses were the second. Prescription, reading, frameless, anti-glare, sunglasses. Every type is banned, with no exception for medical prescriptions.
Photos taken before September 2025 may be rejected whatever else they look like. Get new ones.

Passport Photo Size and Technical Specs
The complete specifications for Indian passport photos in 2026:

Most applicants miss the face-height requirement. Chin to crown has to fill 36mm to 38mm of the 45mm frame, which works out to roughly 80 to 84% of the photo height. That is one of the largest face-to-frame ratios used by any passport system, and any photo where the face sits too small gets rejected automatically.
Digital uploads have one more constraint. The file must be under 250KB. Most photo editing apps handle this automatically, but check before uploading.
Background Rules
Plain white is the only acceptable background. Off-white, cream, and light grey are all rejected. The portal's automated scanner flags non-white backgrounds for human review, which slows processing.
The most common cause of actual rejections is shadows. Even a faint shadow on the wall behind the subject is enough to trigger a flag. Stand at least a metre from the wall and ask the studio for lighting from both sides.
Patterns and textures fail just as reliably. Curtains, textured paint, anything visible behind the subject gets picked up. The same goes for backdrop colour. Many Indian photo studios default to blue or grey, so walk in and ask for white specifically before they start.
What to Wear for an Indian Passport Photo
No dress code, no formal wear required. But a few choices make rejection more likely.
Do not wear white. Against a white background, the edges of the torso disappear, and automated systems flag this as a background anomaly. Any solid dark or medium colour works. Navy, dark green, maroon, grey, or black are all fine.
Avoid busy patterns, bold prints, and uniforms. Military, police, and official dress are all banned outright.
Head coverings worn for religious reasons are permitted, whether a hijab, turban, or dupatta, as long as the full face from chin to forehead is clearly visible. The covering cannot cast a shadow on the face or obscure the hairline.
T-shirts with text, logos, or graphic prints are not explicitly banned but have caused rejections at some counters. Plain clothing is safer.
One practical tip. A slightly V-neck or open neckline gives the automated system a cleaner read on the neck and face boundary. Very high necklines or turtlenecks sometimes cause problems with face-detection software.
Face, Expression, and Hair
Expression must be neutral. Mouth closed, no smiling, frowning, or raised eyebrows. Passport Seva uses automated expression-detection software, and a visible smile, even a slight one, triggers rejection. Looking slightly past the camera lens rather than directly into it is the easiest way to keep the face still.
Eyes must be open and looking straight forward. No squinting or looking to the side. Both eyes must be fully visible.
Keep the forehead clear and hair out of the eyes. The face-height scanner needs an unobstructed view of the top of the head, and very high-volume hairstyles that add significant height can push the measurement above the 36-38mm limit.
Makeup is allowed but must look natural. Heavy contouring, dramatic eye makeup, or foundation that significantly changes the face shape or skin tone can trigger automated review. The photo has to represent how you actually look. Smoothing filters, skin-whitening tools, blemish removal, anything that alters the face shape or tone is grounds for rejection. Basic brightness and contrast is fine.
What Is Banned Outright
Some items cause automatic rejection regardless of how the rest of the photo looks.

The spectacles ban catches many applicants off guard. If your client wears spectacles daily, they need to remove them for the photo. There is no medical exemption for prescription lenses.

The Most Common Rejection Reasons
Wrong dimensions and glasses together account for more than half of rejections at busy Passport Seva centres. Background colour and shadows account for most of the rest, typically because the applicant went to a neighbourhood studio that defaulted to a grey or blue backdrop. White clothing, glossy prints, photos older than six months, and digital files over 250KB cover almost everything else.
What matters for agents is the pattern. Applicants get rejected on the same two or three issues repeatedly, and almost none of it would have happened with a two-minute photo check before the appointment. Visa Photos: Are the Rules the Same?
For Indian visa applicants submitting photos at a VFS Global centre for a foreign visa, the rules depend on the destination country. Most countries accept the ICAO standard, which India now follows, so the same 35x45mm photo usually works.
The exceptions are the United States and Canada. Both require a 2x2 inch (51x51mm) square photo for their visa applications, the exact size India no longer uses for its own passport. If your client is applying for a US or Canada visa, they need a separate set of photos in the old square format.
Always check the particular requirements for the destination visa before your client gets their photos taken. Most studios can produce both sizes in one session.
